Even when Provisioning is configured, there is no issue with registering new users directly from the Settings Center.
Notes
- If the email address of a user registered directly in the Settings Center is already registered in Entra ID (formerly Azure AD), they will be considered the same user.
As a result, during automatic Provisioning, the Settings Center account will be overwritten with the information from Entra ID (formerly Azure AD). - Registering new users directly in the Settings Center will not create new users in Entra ID (formerly Azure AD).
